FUNCTION: Serve as primary focal point in matters of business relationships and contracts with law enforcement agencies. Act as liaison in the absence or unavailability of the academy director.
Provide and develop training programs specializing in physical fitness, and ropes/challenge course development.
REPORTS TO: Director Law Enforcement
SUPERVISES: Academy secretary, clerk, adjunct and part-time instructors. Will also serve as interim supervisor of other full-time staff in the absence or unavailability of the academy director.

MAJOR RESPONSIBILITIES
Essential Job Functions:
Prepare
and submit summary reports to the Texas Commission on Law Enforcement Officer
Standards and Education and the college business office.
May
serve as signature of authority in the absence or unavailability of the academy
director.
Maintain
a financial control system that provides records of all subcontractors,
purchases, disbursements, invoicing, payments and other fiscal matters.
Maintain
detailed logs and business records suitable for periodic audits of schedules,
visitors, training events, costs for each training event and of general
expenses not directly attributable to a particular event.
Supervise
and direct daily activities of academy secretary and clerical personnel.
Serve
as the primary and focal point for support to trainees and contractors
conducting training programs at the academy and ropes course.
Develop,
implement and provide new training programs specializing in physical fitness
and rope/challenge courses conducted by the law enforcement academy; to ensure
consistency with development needs for the law enforcement profession,
including courses and providing training for instructors.
Ability
to apply curriculum development principles and techniques specializing in
physical fitness and ropes/challenge course.
Ability
to read, interpret and apply applicable Texas laws.
Ability
to present a positive image and exercise good judgement.
Ability
to develop, understand and interpret procedures and directives.
Knowledge
of safe training procedures and basic first aid measures.
Knowledge
of skills and abilities needed for safe physical fitness and ropes course
training procedures.
Ability
to conduct, supervise, coordinate and participate in physical fitness training
programs.
Actively
participate in assisting the college maintain standards required for
accreditation.
Marginal Job
Functions:
Assist
with the day police academy training courses: interview and advise police
recruits.
MINIMUM
QUALIFICATIONS
Knowledge,
Skills and Abilities:
Knowledge
of Texas Commission on Law Enforcement Officers Standards & Education
policies and procedures.
Knowledge
of police practices and procedures of police organizational structures,
functions and management.
Knowledge
of safety practices for physical fitness and ropes/challenge course and other
law enforcement related training programs.
Knowledge
of delegation techniques, methods improvement, and long range planning
techniques.
Knowledge
of current development in physical fitness and ropes/challenge course field,
logistic management, and operation research techniques.
Knowledge
of problem-solving techniques and ability to develop solutions.
Ability
to listen actively and demonstrate understanding.
Knowledge
of written communication skills to support effective interaction with various
levels of faculty, staff and other outside parties.
Skill
to perform effectively in interpersonal situations.
Ability
to compose and orally present ideas, facts, technical information, opinions, or

Education and Experience:
Education:
Associate Degree required, Bachelor Degree preferred, but could be substituted by appropriate certification in physical fitness and ropes/challenge course instruction.
Experience:
Minimum five years progressive experience working in the law enforcement field, including two years training experience specializing in physical fitness training and ropes/challenge course and two years general office management experience.
OR
Any equivalent combination of training and experience.
Licenses/Certificates:
Must have or be able to obtain a Texas Commission on Law Enforcement Officer Standards and Education Instructor Certification and have or be able to obtain (at minimum) Texas Basic Peace Officer Certification.
Must have or be able to obtain Ropes/Challenge Course Facilitator Certification.
Must have or be
able to obtain certification as a Physical Fitness Specialist.
