FUNCTION:                       The Associate Vice President of Strategic Initiatives is a member of the district’s Leadership Team with executive responsibility for planning, management and evaluation of the assigned departments.  The AVP will provide leadership in quality enhancement, university partnerships, and institutional research and will offer administrative support to the President in researching, planning, developing and executing new, strategic, district-wide initiatives. 

 

REPORTS TO:                  President

 

SUPERVISES:                   Associate Vice President, Institutional Research and Institutional Effectiveness; Associate Dean, Outcomes and Quality Enhancement; Director, Center for Scholarly and Civic Engagement; and Coordinator of Transfer Programs.

 

 

MAJOR RESPONSIBILITIES

 

Essential Job Functions:

 

1.     Serve as a member of the district’s Leadership Team to plan and establish strategic goals/achievement indicators, and implement programs and services that support the accomplishment of the district’s mission, strategic plan and continuation of the district’s accreditation status. Promote academic excellence, creativity, leadership, cooperation/teamwork and accountability throughout the district.

 

2.     Provide leadership in the implementation of the Quality Enhancement Plan, and the District's efforts to achieve and maintain institutional effectiveness, ensuring compliance with requirements of the Texas Higher Education Coordinating Board and the Southern Association of Colleges and Schools. 

 

3.     Study college practices designed to improve educational outcomes, retention and accountability measures making recommendations to the President for increased effectiveness

 

4.     Negotiate, design and establish university partnerships and collaborative programs to promote articulation, student transfer and degree completion; providing leadership and direction to encourage student participation in and the overall success of such programs. 

 

5.     Organize and conduct the biannual Board of Trustee election, meeting all state and national election code and compliance requirements. 

 

6.     In collaboration with student development and academic affairs divisions, provide direction for the Center for Scholarly and Civic Engagement that complements the district’s strategic plan.

 

7.     Research, plan, develop and implement new and emerging strategic initiatives, collaborating with, and requesting the assistance of, members of the Leadership Team and others within the college

 

8.     On behalf of the President, respond to questions, concerns and correspondence from students, faculty, staff and the general public.

 

9.     Review college policies and procedures; recommend additions and modifications to the President; serve on committees to review policies and revise college policies and procedures.

 

10. Represent the President at meetings, conferences, and functions in the community as well as on-campus; ensure the President is informed of agenda items that impact the college; relay the President’s position on issues and make urgent or necessary decisions in the absence of the President.

MINIMUM QUALIFICATIONS

 

Knowledge, Skills and Abilities:

 

Knowledge of federal and state laws affecting community colleges.

 

Knowledge and ability to interpret curriculum design and instruction.

 

Knowledge of budgeting to establish or determine appropriate expenditures for budgeted funds to meet Division objectives and goals.

 

Ability to make timely decisions appropriate to the situation, circumstances, and facts at hand and to meet deadlines for assigned reports and projects.

 

Skills and ability to formulate strategic plans, long-term program goals, and action plans for achieving goals.

 

Oral and written communication skills to support effective interaction with the President, as well as faculty, staff, and other outside parties.

 

Ability to keep up-to-date on changes in policies and procedures to maintain current working knowledge.

 

Ability to generate and identify opportunities to improve present programs and/or operations.

 

Ability to screen, hire, supervise and evaluate faculty and staff, and to establish appropriate developmental plans.

 

Ability to schedule, assign, delegate, coordinate, and monitor the work of subordinates.

 

Ability to safeguard sensitive or confidential information from intentional or unintentional disclosures.

 

Ability to listen actively and demonstrate understanding.

 

Ability to deal in a fair and courteous manner with a variety of individuals.

 

Ability to present a positive image of the District.

 

Ability to meet deadlines for reports and assignments.

 

Ability to perform all the essential functions of this job.

 

 

Education and Experience

 

Education:              Master's Degree from a regionally accredited institution.

 

Experience:            Five (5) years administrative experience in higher education or equivalent, with specific expertise in a major responsibility area.
