FUNCTION:              To provide leadership in the district-wide administration of Continuing Education, Business Solutions Group, Center for Workforce and Economic Development, and the Small Business Development Center programs and services

 

REPORTS TO:        Executive Vice President

 

SUPERVISES:        Director, Business Solutions Group; Director, Continuing Education; Director SBDC; Director, Workforce and Economic Development; Office Manager

MAJOR RESPONSIBILITIES

 

Essential Job Functions:

 

1)      Provide innovative leadership in the planning, developing, implementing, maintaining, and evaluating of Continuing Education, Business Solutions Group, Workforce and Economic Development, and Small Business Development Center programs.

 

2)      Provide leadership for directors and program developers to provide for long-range planning for curriculum, service and facility needs of all Continuing Education and Workforce Development programs and participate in master planning related to the division’s needs within the service area.

 

3)     Maintain thorough, up to date knowledge of federal and state legislative issues affecting workforce and economic development to include grants and funding initiatives.

 

4)     Provide leadership in working with business and industry and District communities including economic development organizations and chambers to promote economic development throughout the service area.

 

5)     Oversee the development and implementation of grant funded workforce and economic development initiatives for the District.

  

6)     Prepare, recommend, and monitor all Continuing Education, Business Solutions Group, Workforce and Economic Development, and Small Business Development Center group budgets.

 

7)     Serve as a liaison for CEWD to the Coordinating Board, Texas Workforce Commission and other state and national workforce and economic development organizations and professional associations.

  

8)     Participate directly in the determination of District policies and procedures, especially those which affect Continuing Education, Business Solutions Group, Workforce and Economic Development, and Small Business Development Center program areas.

 

9)     Recruit, recommend, supervise, and evaluate full-time and part-time staff in accordance with District policies and procedures.

 

Marginal Job Functions:

 

Actively participate in maintaining standards required for accreditation.

 

Perform other duties as assigned.

 

 

MINIMUM QUALIFICATIONS

 

Knowledge, Skills and Abilities:

 

Knowledge of theories of leadership-alternative techniques and styles for guiding, motivating, and directing individuals under various situational conditions to achieve effective performance.

 

Knowledge of performance appraisal processes.

 

Knowledge of current developments in related fields of specialization with the ability to keep current with new developments.

 

Written and oral skills to convey ideas, facts, and information effectively and accurately to students, staff, faculty, and the general public.

 

Ability to present one’s self and the college in a positive, professional manner.

 

Ability to contribute and present innovative ideas for new curricula and programs that combine traditional schedules with new demands from industry schedules.

 

Ability to compose and deliver oral presentations.

 

Ability to manage time and evaluate employee or student's progress.

 

Ability to deal effectively and fairly with a variety of individuals in a courteous manner.

 

Ability to formulate program goals and objectives and identify appropriate activities and/or functions to meet these objectives.

 

Ability to keep up-to-date on departmental and college policies, procedures, and practices in order to provide accurate information or assistance to students, staff, faculty, and the general public in a timely and courteous manner.

 

Ability to effectively plan work activities, schedules, priorities of staff and utilization of resources.

 

Ability to safeguard confidential information from intentional or unintentional disclosure.

 

Ability to perform all the essential functions of this position.

 

 

Education and Experience:

 

Education:               Master's degree from a regionally accredited institution

 

Experience:             Five (5) years of adult education/training, customized contract training, workforce and economic development, and small business in progressively responsible positions, excellent interpersonal skills, ability to negotiate and use leadership skills with local and prospective business and industry contacts.
