FUNCTION:              To manage the development and implementation of the College’s counseling program. To provide administrative support to Counseling Services and Career Services and Cooperative Work Experience (CS & CWE) including planning, hiring, budgeting, evaluating, organizing and supervising personnel. To provide individual counseling services for students and to direct personnel engaged in providing counseling for students.

 

REPORTS TO:         Vice President, Student Development

 

SUPERVISES:          Counselors, Director of CS & CWE, Counseling & Career Services

Assistant, Program Coordinator, Project Zero.

 

 

MAJOR RESPONSIBILITIES

 

Essential Job Functions:

 

  1. Develop and implement college-wide counseling programs.  Provide counseling services to students, including crisis intervention, assessment and referral and personal counseling, as well as consulting with faculty regarding student concerns.

 

  1. Direct the assessment of students for counseling services and ensure that appropriate referrals are made.

 

  1. Administer psycho-educational and health educational programs and direct acquisition of resource materials to address issues relevant to the college student population.

 

  1. Hire, train, and supervise counseling staff including engaging graduate practicum students and post-graduate licensure candidates and providing professional counseling supervision to them.

 

  1. Supervision and direct planning, implementation, evaluation, and staffing of Counseling Services, Career Services, and CWE, including evaluating exempt and non-exempt personnel and recommending promotions, leaves, reclassification, and personnel action.  Ensure effective and efficient office procedures and compliance with applicable ethical and legal guidelines, as well as College policies and procedures.

 

  1. Develop, recommend, and monitor the annual counseling, Career Services and CWE budgets to ensure available dollars are utilized to deliver prioritized services and that expenditures conform to college policy.

 

  1. Facilitate and assess Counseling, Career Services, and CWE’s strategic planning process to coordinate with the division and college-wide strategic goals; assist in the development of short-term and long-term goals and objectives; and monitor milestones and accomplishments to oversee progress.

 

  1. Oversee program development in collaboration with the office of Student Life and other college departments to develop college-wide personal development and health education workshops and training programs.

 

9.     Administer, plan, direct and evaluate special programs, projects, and services, such as the ZERO Tolerance of Violence grant program, the college’s compliance with Drug Free School legislation, and the Strategies of Safe Measure (SOS) Committee, ensuring timely implementation, assessment, tracking and reporting.

 

  1. Create, maintain, and manage cooperative relationships with community mental  health, social service, and professional organizations to serve as a liaison  between the College and the community to promote and ensure access to resources that will benefit students.

 

  1. Analyze Counseling Services procedures and techniques and conduct periodic needs assessments to ensure and improve quality of service. Provide guidance to Career Services and CWE in the evaluation of procedures and processes that may lead to improved quality of service.

 

  1. Analyze and recommend organizational structure and staffing changes to ensure optimum service to students.

 

  1. Oversee the creation and implementation of all marketing and promotional strategies for Counseling, Career Services and CWE, including the review of plans, print materials, articles, internal and external publications, and electronic materials, collaborating with the Public Relations Office when necessary.

 

 

Marginal Job Functions:

 

  1. Ensure that legal, ethical and professional standards of state licensing entities are met.

 

  1. Collaborate with area colleges and universities to provide intern sites for their counseling programs.

 

  1. Serve on college-wide task forces and committees

 

  1. Remain current with mental health laws and ethical standards

 

  1. Compete for external funding when necessary for support of Student Development programs

 

 

MINIMUM QUALIFICATIONS

 

Knowledge, Skills and Abilities:

 

Knowledge of counseling theories, techniques and research.

 

Knowledge of demonstrated ability in individual, group, and family counseling methods.

 

Knowledge of interviewing techniques and methods.  Knowledge of conflict management techniques with ability to mediate conflicts.

 

Knowledge of techniques for identifying problems and determining most appropriate course of action for their resolution with the ability to recognize the long-term implications of a decision or event.

 

Knowledge of human relations and problem solving methods.

 

Knowledge of legal issues and compliance with substance abuse and HIV/AIDS educational requirements and rights of students as related to mental health areas.

 

Knowledge of student development programs in higher education

 

Knowledge of leadership and management techniques

 

Knowledge of policy formulation and analysis methods – how to establish practical policies to provide effective guidance in decision-making.

 

Knowledge of long range planning – techniques for determining the long-range needs of the District and the resources required to meet those needs.

 

Knowledge of time management techniques with the ability to organize, schedule, assign, delegate, coordinate, and monitor subordinate work activities to accomplish the most possible in the time available.

 

Knowledge and skill in performance appraisal

 

Knowledge, skill, and ability to develop, implement, and monitor budgets.

 

Skill in the development and delivery of education programs.

 

Oral and written skills to convey ideas, facts, opinions, or perceptions accurately, thoroughly, and in a manner easily understood by students, staff, faculty, and the general public.

Education and Experience:

 

Education:                Master’s degree in Counseling or a related field from a regionally

accredited institution

 

Experience:              Five (5) years of post-graduate counseling experience.  Skill in the

development and delivery of educational programs.  Professional counseling skills.  Exceptional communication skills, both oral and written formats.  Ability to establish and maintain effective working relationships.  Excellent interpersonal skills with the ability to communicate with students, staff, and the general public in a courteous and professional manner.

 

 

Licenses/Certificates:

 

Current State of Texas, Licensed Professional Counselor (LPC) Certification
