FUNCTION: Establish priorities for
institutional research in conjunction with the
Executive Vice President. Administer and supervise the District's
efforts to achieve and maintain institutional effectiveness, including
activities related to strategic planning, research, evaluation, student
tracking and accreditation.

MAJOR
RESPONSIBILITIES:
Essential Job Functions:
1) Direct an
effective and wide ranging program of quantitative and qualitative research
that supports decision making at all levels of the District and includes
activities such as student outcomes and follow-up research, needs assessment,
feasibility studies, cost-benefit analysis, policy analysis, survey research,
focus groups, etc.
2) Direct the
strategic planning process for the District; supervise the preparation and
dissemination of the final version of strategic plans.
3) Serve as the
District Liaison to the Southern Association of Colleges and Schools’ Commission
on Colleges.
4) Supervise and
evaluate an environmental scanning program which includes the preparation,
administration and analysis of results of internal and external surveys,
economic data, literature reviews, etc.
5) Support the
preparation and dissemination of reports required by federal, state, and
accrediting agencies.
6) Assist
administrators and faculty with planning and execute special studies when
requested by various divisions or departments.
7) Formulate and
recommend annual institutional research budget requests and assume
responsibility for operating within the approved budget.
8) Work closely
with CCCCD departments and divisions –particularly Information Technology,
Admissions and Records, Administrative Services, and Human Resources—to ensure
that all IRO staff members have appropriate access to the data, hardware,
software, programming, technical support, and other support that will enable
IRO to effectively and efficiently accomplish it’s mission.
9) Communicate
research findings for use in decision-making.
10) Recruit,
orient, train, supervise and evaluate a diverse staff within the Institutional
Research Office.
11) Foster an
environment within IRO which values a diversity of ideas.
12) Compose and
deliver written and oral reports and presentations in both group and one-on-one
situations. Represent the District, as
required, by participating in national, state, and local councils, committees,
boards and organizations.

Ability

Knowledge of report writing
techniques: how to write reports that effectively communicate positions, ideas,
and recommendations in a manner that has impact upon the reader.

levels of the district, faculty, staff, and other external groups and/or
individuals.
Knowledge
of the interpretation and use of statistical dataL how to effectively interpret
and use various forms of statistical output.
Knowledge
of survey design and analysis techniques: how to design and conduct surveys to
obtain expressions of student/employee/citizen thinking and feeling.
Ability
to interpret, organize, present, and apply basic and complex research
techniques to obtain data from a variety of sources and activities.
Knowledge
of long-range planning techniques for determining the long-range needs of the
department and the resources required to meet those needs.
Ability
to allocate and make efficient use of financial resources.
Ability
to screen, hire, and evaluate staff and establish developmental plans.
Ability
to plan, organize, schedule, assign, coordinate, and monitor the work of
subordinates.
Knowledge
of performance appraisal processes: how to evaluate the performance and
qualification of the employee in terms of the requirements of the job for which
he/she is employed.
Knowledge
of delegation techniques: how, when, and what to delegate to subordinates to
increase operational effectiveness and foster their development.
Ability
to identify the training and development needed by subordinates to overcome
deficiencies in their abilities to accomplish required duties.
Ability
to meet deadlines for assigned reports and projects.
Ability
to perform all essential functions of the position.
Education and
Experience:
Education: Master's
Degree in higher education or related field with an emphasis on strategic
planning, research, and evaluation or a
related field from a regionally accredited institution.
Experience: Four
years of recent experience supervising and administering
programs which evaluate institutional
effectiveness. Documented experience in
leadership, planning, evaluation, and research preferably in public higher
education. Knowledge of statistical
software.
