FUNCTION:              Responsible for the accurate and timely collection and disbursement

of District funds ensuring compliance with federal, state, and college policies, regulations and laws.

 

REPORTS TO: Director, Accounting and Financial Reporting

 

SUPERVISES: Accounts Receivable Coordinator and accounts receivable staff at the Courtyard location.

MAJOR RESPONSIBILITIES

Essential Job Functions

 

1)     Supervise the accuracy of billing, collection and processing of tuition payments, loan payments, library fines, TPB invoice payments, copy machine revenue, and all miscellaneous revenues collected by various departments through the issuance of appropriate cash receipts, TPB invoices, and statements of account.

 

2)     Ensure documentation required by state auditors is properly maintained and recorded.

 

3)     Maintain relationship with credit card clearing house and banking institution to ensure accuracy of credit card and web check transactions.

 

4)     Serve as system owner of SIS/BR working with Academic Computing to ensure accuracy of system tables, calendars, and information processing, to schedule disbursement of financial aid grants and loans in compliance with Federal Guidelines, and to schedule student refunds.

 

5)     Maintain the integrity of student account balances by analyzing and correcting various entries.  Responsible for determining eligibility for deferred tuition according to state mandated regulations.

 

6)     Review student accounts receivable including returned checks, ESL receivables, deferred tuition, and third party billing accounts.

 

7)     Review petty cash replenishment check requests.

 

8)     Maintain proper internal controls to ensure the safeguarding of all assets held in the Cashier’s Office.

 

9)     Prepare and implement accounting procedures related to the cashiering function.

 

10) Interview, select, train and supervise a culturally diverse staff.

 

11) Responsible for maintaining accurate information in college publications (i.e. term schedules, catalog, tuition rate brochure and the deferred payment brochure).

 

12) Provide tax data for student 1098T in compliance with IRS regulations.

MINIMUM QUALIFICATIONS

 

Knowledge, Skills and Abilities:

 

Knowledge of  accounting procedures.

 

Knowledge of reconciliation procedures with the ability to reconcile accounts.

 

Knowledge of problem-solving techniques for identifying problems, researching and determining the most appropriate course of action for their resolution.

 

Knowledge of effective customer service techniques with the ability to present one's self and the college in a positive and professional manner.

 

Knowledge of time management techniques with the ability to organize, schedule, assign, delegate, coordinate, and monitor the work to accomplish the most possible in the time available.

 

Knowledge of microcomputers and basic word processing, software and data manipulation (spreadsheet) applications.

 

Interpersonal skills for effective interaction with various levels within the college and the general public.

 

Oral and written communication skills to support effective interaction with various levels of the district, faculty, staff, and other outside parties.

 

Skill in proofreading materials to ensure accuracy.

 

Skill to effectively plan work activities, schedules, priorities and utilization of resources.

 

Skill to research information, identify relevant facts and derive logical conclusions.

 

Ability to perform assigned responsibilities, duties and tasks according to established practices and procedures with minimal supervision.

 

Ability to work effectively with minimal instruction and supervision.

 

Ability to meet deadlines for assigned reports and projects.

Education and Experience

 

Education: Bachelor’s degree from a regionally accredited institution in Accounting or Businesses Administration or a directly related field.

 

Experience: Three years of general accounting experience which includes experience in supervising teller operations or collecting monies and mainframe database manipulation, or related experience and a minimum of one year supervisory experience.  Excellent interpersonal, oral and written skills to effectively communicate with students, staff, faculty and community in a courteous and professional manner.
