FUNCTION:          Performs general accounting and  administrative functions related specifically to grants and contracts ensuring compliance with grantor agency regulations and laws.

 

REPORTS TO: Controller

MAJOR RESPONSIBILITIES

 

Essential Job Functions:

 

1)     Post-award administration of grants and contracts; financial reporting and financial record maintenance; preparation of monthly, quarterly, and annual financial reports.  Cash management of all grants and contracts including preparation of reimbursement requests and draw-downs of funds.

 

2)     Assists in annual audit and annual budget development for grants and contracts.  Assist with preparation of audit schedules, financial statements and statistical data related to the annual audit and Comprehensive Annual Financial Report (CAFR).

 

3)     Ensure that grant funds are expended in compliance with grantor agency regulations; responsible for budgetary control of grants and contracts.  Interact with outside agencies, internal and independent auditors and financial monitors; serves as Business Office contact for grant and contract and financial aid managers.

 

4)     Implement financial policies and procedures for grants and contracts to ensure compliance with funding agency guidelines.

 

5)     Monitor applicable federal regulations for regulatory changes and updates to grants and contracts and financial aid programs.

 

6)     Ensure compliance with Internal Revenue Service tax codes for scholarship awards for international students and preparation of related tax forms.

 

7)     Prepare journal vouchers, journal entries, cash receipt and disbursement entries.

 

8)     Maintain current knowledge on changes in policies, procedures, and guidelines to answer work related questions or provide assistance to students, staff, faculty and the general public in a timely and courteous manner.

 

 

Marginal Job Functions:

 

Perform essential job functions under time pressure and deadlines while maintaining professionalism and cooperation with coworkers.  Maintain restraint and keep calm when faced with emotional or angry individuals.

 

Attend meetings, seminars, workshops as required.

 

Serve as back-up to other staff accountants.

 

Assist with CCCCD Foundation accounting.

 

 

MINIMUM QUALIFICATIONS

 

Knowledge, Skills and Abilities:

 

Knowledge of federal grant and contract guidelines and regulations.

 

Knowledge of fund accounting.

 

Knowledge of policy formulation.

 

Knowledge of current accounting principles (GASB & FASB).

 

Knowledge of financial analysis techniques for assessing the financial condition of the District.

 

Knowledge of reconciliation procedures with the ability to reconcile accounts.

 

Knowledge of problem-solving techniques for identifying problems, researching and determining the most appropriate course of action for their resolution.

 

Knowledge of effective customer service techniques with the ability to present one's self and the college in a positive and professional manner.

 

Knowledge of time management techniques with the ability to organize, schedule, assign, delegate, coordinate, and monitor the work to accomplish the most possible in the time available.

 

Interpersonal skills for effective interaction with various levels within the college and the general public.

 

Oral and written communication skills to support effective interaction with various levels of the district, faculty, staff, and other outside parties.

 

Skill to research information, identify relevant facts and derive logical conclusions.

 

Ability to interpret and implement applicable federal, state, and local regulations.

 

Ability to apply general accounting principles to analyze financial information and prepare financial reports.

 

Ability to meet deadlines for assigned reports and projects.

 

Ability to work independently and make independent judgments.

 

Ability to work with constant/extreme noise or interruptions.

 

Ability to follow an activity through from conception to implementation without loss of continuity.

 

Ability to bend, stoop, squat to file or retrieve files (reports).

 

Ability to push, pull, drag, lift and carry reports and ledgers of up to 40 pounds.

 

Ability to perform all essential functions of the position.

 

 

 

 

 

Education and Experience:

 

Education:          Bachelor's Degree, a major in Accounting desired, with a minimum of 18 hours in Accounting from a regionally accredited institution.

 

Experience:          Five (5) years directly related experience plus knowledge of accounting systems.  Fund accounting and experience directly related to grants and contracts required.  Experience in higher education desired.  Ability to analyze financial information, prepare financial reports and reconcile various accounts.  Detail-oriented and good organizational skills.  Excellent interpersonal, oral and written skills to effectively communicate with students, staff, faculty, and the general public in a courteous and professional manner.
